Heatwaves in the Mediterranean: what the discussion brought out

Outcome note of the online dialogue hosted by NAPI — North African Policy Initiative — with Resilient Futures on 30 September 2026. It sets out the main takeaways: the response gap between the two shores, heat as a risk to be governed ahead of time, and three no-cost measures to take before June 2027. Written in English.

ADAPTATION

The 10–22 July 2026 heatwave: anatomy of a siloed public response

From 10 to 22 July 2026, Tunisia went through an almost continuous heatwave — up to 49–50 °C — that turned into an energy and health crisis (a “historic” blackout on 14–15 July, 150 to 200 deaths estimated by the OTJM). This report dissects a public response that remained sectoral and poorly coordinated, and details concrete levers for action: an interministerial “extreme heat” unit, a National Heatwave Plan aligned with WHO guidance, and epidemiological surveillance of heat. Published with an illustrated executive summary.
